Ottawa, ON – Following is a statement from National Police Federation President and C.E.O., Brian Sauvé, regarding today’s introduction of Bill C-14, Bail and Sentencing Reform Act.  

“The National Police Federation welcomes the federal government’s introduction of new bail reform legislation aimed at addressing the ongoing challenges of repeat, violent offenders being released back into our communities. 

For years, police across Canada have been frustrated by the consequences of a system that too often releases serious, violent offenders who reoffend while on bail. This not only endangers the public, but also diverts significant police resources toward re-arresting the same individuals, when those resources could otherwise be used to prevent and respond to new crimes. 

On first review, the proposed changes to the Criminal Code appear to be a measured step toward improving public safety and restoring confidence in Canada’s bail and sentencing systems. The proposed direction to police and courts on applying the principle of restraint while respecting public safety, the expansion of reverse onus provisions for serious violent and organized crime offences, and the introduction of new aggravating factors applying to crimes against first responders are all positive developments. 

For these reforms to be effective, they must be supported by sustained federal–provincial collaboration, robust data collection, and adequate resourcing for police, prosecutors, detention facilities, and courts. Without sufficient funding and staffing, even well-intentioned legislative changes will struggle to achieve their goals. 

The National Police Federation has long advocated for practical, evidence-based bail reform that prioritizes community safety. We are encouraged by this step forward and will continue reviewing the legislation more closely to ensure it delivers meaningful results for Canadians and our Members who serve them every day.”
