The National Police Federation is currently hiring two Labour Relations Officers to join our team.   
 
Overview of the Role: The Labour Relations Officer (LRO) provides technical labour relations advice and guidance to Members to assist with resolving complex labour issues affecting the Member and their employer.  The Labour Relations Officer provides direct representation to Members on technical issues that are complex or technical.  LROs can provide procedural guidance to elected Local Area Representatives (LARs) as well as Regional Directors in areas where they have subject matter expertise.

Location: Canada-wide (Remote)

Key Responsibilities: 

  • Support and guidance to Members 
    • Independently read, analyze, and interpret various resources, such as the collective agreement, the RCMP (Royal Canadian Mounted Police) Act, and RCMP policies and procedures to provide timely advice to NPF (National Police Federation) Members regarding fact specific, individual circumstances.  
    • Provide support to Members involved in critical incidents, including through providing information on their rights and responsibilities during investigations by external bodies and the RCMP (ASIRT (Alberta Serious Incident Response Team), IIO (Independent Investigations Office), Coroner, MCU etc.).    
    • Gather information and provide updates as required to NPF Staff, NPF Directors and Local Area Representatives.   
  • Representation 
    • Write legally sound and/or policy driven submissions on behalf of the NPF and present the submissions to decision-makers at each level of the grievance/appeal processes.  
    • Write legally sound submissions for conduct meetings and assist Members with those meetings.  
    • Mentor Local Area Representatives to support meetings when the LRO is unable to attend in-person.   
  • Research and knowledge sharing 
    • Independently conduct research on matters related to labour relations.  
    • Participate in regular team meetings to share information with other Labour Relations Officers.   
    • Support training for Local Area Representatives and new Labour Relations Officers to share institutional knowledge and subject matter expertise.   
  • Concerns and complaints 
    • Utilize information contained within the NPF Representation Policy to respond to complaints from NPF Members. 
  • Special projects    
    • Liaise as required with stakeholders on major events. 
  • Record management 
    • Record in detail interactions with Members and Employer representatives in NPF systems to ensure an accurate and timely record of correspondence is retained.  

Qualifications/Key Attributes: 

  • A degree in labour relations or a related field and/or a combination of education and experience in the field of labour relations/law enforcement/human resources. 
  • Experience in a labour relations program, association and/or unionized representation, primarily in one or more of these areas: Career Development/Staffing, Transfer/Relocation, Workplace Conflict, Disability Management, Accommodation, Grievances, Conduct, Serious Incidents, and Harassment. With preference to having experience in multiple areas.  
  • Significant and recent experience in representing employees experiencing workplace issues.   
  • A graduate degree in labour relations or a related field may be seen as an asset.    
  • Experience working in a law enforcement environment an asset.   
  • Experience with case management / file management systems is an asset.   
  • Bilingualism is an asset. 
  • Ability to travel overnight 5-10/year.   
  • Ability to obtain Secret Level Security Clearance. 
  • Advanced working knowledge of labour relations principles, collective agreements, and/or a variety of workplace policies and procedures   
  • Strong understanding of occupational health and safety, workplace accommodation, and disability management is an asset. 
  • Effective and persuasive communication skills, orally and written. Ability to communicate complex topics to colleagues, Local representatives, and Employer representatives. Providing advice and guidance to NPF Members.   
  • Must be highly proficient with Microsoft Office Productivity tools (Teams and Outlook). 
  • Exceptional interpersonal skills, including the ability to build professional relationships across all aspects and levels of the NPF.      
  • Ability to exercise leadership and diplomacy amongst diverse perspectives and priorities.      
  • Ability to adapt to changing situations, current ideas, and concepts.        
  • High level of attention to detail.        
  • Excellent problem-solving capabilities.       
  • Ability to multi-task; take the initiative; be proactive; flexible.          
  • Ability to work under pressure and meet continuous deadlines.        
     

Compensation & Other Important Information: 

The starting base salary, depending on qualifications/experience, for this position is between $93,184.00 – $108,715.00. 

The maximum salary for the role is $139,776.00. The ability to advance through the salary range will be based on performance through our annual performance review program. 

Starting annual leave for this position is four weeks (accrued as earned) which increases to five weeks after five years of employment with the NPF. Lieu time is provided for work required beyond 40 hours per week.
